Russia Developed Its Own Separate Internet System “Runet”

Russia developed its own separate Internet system, known as Runet, to ensure that Internet services within the country could continue working even if access to the global World Wide Web was disrupted. The Russian government announced on Monday that several tests of its alternative Internet infrastructure had been successfully completed. The tests lasted several days and involved government agencies, local Internet service providers (ISPs) and domestic Internet companies.

For the last three years, Russia had been preparing for the possibility of losing its connection to the global Internet or facing increased American intervention. The country wanted to ensure that its own Internet infrastructure would remain strong enough to connect people and maintain online services even if international connectivity was interrupted.

However, detailed technical information about the experiment was not immediately provided. Russia had been preparing for this possibility to ensure that losing its connection to the World Wide Web would not adversely affect Internet services within the country. The initiative was part of its efforts to strengthen domestic Internet infrastructure and reduce dependence on foreign networks. Many countries of the world criticized this step

Russia’s experiment attracted criticism from several countries, including the United States and Britain. Critics expressed concerns that the move could contribute to the fragmentation of the global Internet and give the Russian government greater control over online communication and information available to its citizens.

Some observers compared Russia’s approach with Internet restrictions in countries such as China and Iran. They feared that a separate domestic Internet infrastructure could make it easier for authorities to regulate online activities, restrict access to websites and control the flow of information.

However, the Russian government maintained that the main purpose of the initiative was to protect the country’s Internet services from possible external disruptions and ensure uninterrupted connectivity within Russia.

Russia’s Deputy Communications Minister said, “We were forced to do this”

Russia’s Deputy Communications Minister Alexey Sokolov said that the experiment had been conducted under the Sovereign Internet Bill, which was passed in November 2019. He explained that Russia was compelled to prepare for possible threats because of what the government described as the aggressive approach of the American cybersecurity strategy.

Under the law, communications operators, messaging services and email providers, along with government institutions and security agencies, were required to participate in the experiment. According to Sokolov, the tests did not affect regular Internet users.

He said that the main objective was to ensure uninterrupted Internet services across Russia under all circumstances. The government wanted to make sure that domestic Internet infrastructure and communication services could continue operating even if the country faced disruptions to its connection with the global network.
