India and European Union flags together, representing the growing research and innovation partnership

International Desk, Delhi Magazine: India and the European Union have successfully concluded negotiations on India’s association with Horizon Europe, the EU’s flagship research and innovation programme. The agreement is expected to open new funding opportunities for Indian researchers, universities, research institutions and businesses, allowing them to work more closely with European partners on scientific and technological projects.

The development was announced by India’s Ministry of Science and Technology on November 7, 2026, following the successful conclusion of negotiations between the two sides. The European Union also confirmed the development on November 6, describing it as an important step towards strengthening scientific cooperation and the wider strategic partnership between India and Europe.

According to the announcement, India’s association with Horizon Europe is expected to begin in January 2027, subject to the signing of the formal agreement and completion of the necessary procedures by both sides.

What Is Horizon Europe and Why Is It Important for India?

Horizon Europe is the European Union’s main research and innovation funding programme. It has a total budget of €93.5 billion for the 2021-2027 period and supports scientific research, technological development and international cooperation.

Under the proposed association, Indian researchers and organisations will be able to apply for funding under Pillar II of Horizon Europe. This part of the programme focuses on global challenges and European industrial competitiveness through international research projects.

The programme covers several important areas, including healthcare, digital technologies, industry, space, climate change, energy, food systems and the bioeconomy.

The association is expected to give Indian research institutions and businesses greater opportunities to participate in international projects, work with European research organisations and develop new technologies.

Indian Researchers Could Lead International Research Projects

One of the important benefits of the association will be the opportunity for eligible Indian organisations to receive funding directly from Horizon Europe and lead collaborative research projects.

Indian universities, research institutions, businesses and other eligible organisations will be able to work with European partners on projects addressing shared scientific and technological challenges.

The arrangement will also help researchers access European research networks, advanced infrastructure and international expertise.

However, funding will not be automatic. Research organisations will still need to submit proposals and meet the eligibility and selection requirements of individual funding calls.

India will also make a financial contribution to the programme as part of its association, although the amount has not been announced.

India-EU Research Cooperation Gains Momentum

The latest development builds on the existing scientific cooperation between India and the European Union. Both sides signed an Agreement for Scientific and Technological Cooperation in 2001, which has since been renewed until 2030.

Discussions about India’s association with Horizon Europe began in February 2026 following the India-EU Summit held in New Delhi on January 27, 2026.

Indian researchers can also draw inspiration from other international scientific developments, including the Erasmus Mundus ILSPSD fully funded scholarship programme, which offers opportunities for higher education in Europe.

Formal negotiations started in July 2026 as part of the wider cooperation between the two sides under the India-EU Trade and Technology Council.

The partnership has also expanded into areas such as artificial intelligence, semiconductors, high-performance computing and other advanced technologies.

The proposed association with Horizon Europe is expected to strengthen these efforts by bringing Indian and European researchers closer through joint research and innovation projects.

Formal Agreement Expected Before January 2027

Although negotiations have been completed, the association is not yet fully in effect. India and the European Union must sign the formal agreement and complete the required procedures before the new funding arrangements can begin.

The European side has indicated January 2027 as the expected timeline for India’s association with the programme.

Once the process is completed, the development could create wider opportunities for Indian scientists, universities, research organisations and technology companies to participate in international research projects and contribute to solutions for global challenges.

India’s growing contribution to global scientific research can also be seen in projects such as the Shukrayaan-1 Venus mission.
