New Delhi: The Delhi Cabinet has approved the Delhi Building and Construction Workers Health Scheme, a comprehensive healthcare initiative that will provide cashless medical treatment to registered construction workers and their eligible family members. The scheme is expected to benefit more than 2.70 lakh registered workers and nearly 10 lakh beneficiaries across the national capital. The Delhi Government has allocated an estimated ₹200 crore annually for the implementation of the scheme.

Who is Eligible?

The scheme is available only to construction workers who are registered with the Delhi Building and Other Construction Workers Welfare Board (DBoCWWB). Eligible family members covered under the scheme include:

  • Spouse (husband or wife)
  • Children
  • Parents

Workers who are not registered with the Welfare Board will not be eligible until they complete the required registration process. Detailed operational guidelines, including enrolment and hospital empanelment procedures, are expected to be issued by the government separately.

Key Benefits

Under the new scheme:

  • Cashless medical treatment up to ₹2 lakh for each registered construction worker.
  • Cashless health coverage up to ₹10 lakh for the worker’s eligible family.
  • Treatment will be available at empanelled hospitals without upfront payment.
  • Annual health check-ups for registered workers and their spouses.
  • Free OPD and IPD services.
  • Diagnostic and laboratory tests covered under the scheme.
  • Emergency medical assistance and referral services.
  • Mobile Medical Units to provide healthcare at construction sites and labour-dense areas.
  • 24×7 toll-free helpline for beneficiary support.
  • Digital health records and a beneficiary tracking system to improve transparency and service delivery.

Purpose of the Scheme

Construction workers are regularly exposed to occupational hazards, including dust, chemicals, heavy machinery, excessive noise, and physically demanding work. These conditions increase the risk of illnesses such as respiratory diseases, skin disorders, and silicosis. The government said the scheme has been designed to strengthen healthcare access and social security for this vulnerable workforce while reducing the financial burden caused by medical emergencies.

Important Conditions

While the scheme has been approved by the Delhi Cabinet, beneficiaries should note the following:

  • The benefits are restricted to registered construction workers under the Delhi Building and Other Construction Workers Welfare Board.
  • Family coverage is available only for eligible dependants recognised under the scheme.
  • Cashless treatment will be available only through empanelled hospitals designated by the government.
  • Registration, verification of beneficiaries, and hospital empanelment will be carried out as per the implementation guidelines to be notified by the Delhi Government.

The initiative marks one of the largest healthcare welfare measures for construction workers in Delhi, aiming to improve access to quality medical care while providing financial protection to thousands of low-income families.
